简要规则描述：为深入贯彻落实市委、市政府关于城镇非居建筑专项排查工作的决策部署，切实提升浦东新区城镇非居建筑安全管理效能，有效防范重大安全风险，全力保障人民群众生命财产安全。根据《上海市城镇非居建筑专项排查工作方案（沪房更新〔2025〕53号）》的工作要求，结合浦东新区城镇非居建筑建设管理实际，本项目拟通过竞争性磋商的方式选取一家合格的供应商组织开展浦东新区城镇非居建筑专项排查工作。（具体详见第三章采购需求书）
